Our Vision
The welfare system should be a springboard, not a trap. Upgrade UK believes that support must be there for those who genuinely need it, while the system should always encourage and enable people to move into work. A fair welfare state protects the vulnerable and rewards effort.
The Challenge
Over five million people are economically inactive and not looking for work, while businesses struggle to fill vacancies. The system too often penalises those who try to improve their situation, creating benefit cliffs that trap people in poverty rather than helping them escape it.
Key Policies
- Introduce a Universal Support Guarantee — personalised employment support for every claimant within 30 days of their first claim
- Reform benefit taper rates so that work always pays, with a maximum 35% withdrawal rate on earnings
- Expand access to free childcare to all children from nine months old to remove a key barrier to work
- Create a Return to Work Fund providing up to £3,000 per person for retraining, transport and equipment
- Establish a Disability Employment Charter ensuring disabled people have access to flexible work and workplace adjustments
