The system is struggling not because of a lack of talent, but because of outdated infrastructure, poor management incentives and a failure to invest in the right places at the right time.

- Extend pharmacy prescribing powers so minor illnesses can be treated without a GP visit
- Fast-track NHS tech adoption to cut admin and give staff more time with patients
- Build new community health hubs in every town to take pressure off hospitals
- Offer NHS staff a guaranteed maximum 48-hour working week with competitive pay
- Create a national mental health service with same-week access for all adults
